Sweden is one of the most established Nordic data center markets, combining a colocation cluster around Stockholm with large hyperscale campuses in the north, drawn by abundant hydropower, a cool climate and a stable grid. Grid availability and power prices still make it a highly attractive market.
Policy has shifted from incentives toward requirements: the reduced energy tax rate for data centers was withdrawn in 2023, and since 2025 data centers must report their energy use and recover waste heat unless shown to be infeasible, implementing the EU Energy Efficiency Directive. The transmission operator Svenska kraftnät uses a hybrid connection approach: first come, first served, combined with strict maturity requirements, upfront study fees and the loss of allocations for projects that stall or duplicate requests.
