Croatia is a small data center market centered on Zagreb, currently served by a handful of colocation and telecom facilities. The market could change significantly if announced large-scale projects proceed.

The Pantheon AI hub in Topusko, announced in April 2026, is a proposed €50 billion project with 1 GW of IT capacity, 500 MW of on-site solar and 8,000 MWh of battery storage. It has been designated a Project of Special Importance in Sisak-Moslavina County, which provides fast-track local permitting and administrative coordination. Such strategic projects can also qualify for 0% corporate income tax under the Act on Investment Promotion.
